We are looking to fill the position of COST ENGINEER to join our PMC Refinery Project based in Karbala, Iraq. Contract Duration: January 2019 - December 2019 (extendible upto 3 years) Leave Cycle : 5weeks on / 3week off The Senior Cost Engineer’s main responsibilities are: PMC (Project Management Consultancy) Contract to supervise the EPC Contractor for the detailed engineering design, procurement, construction and commissioning of a grass-roots refinery. The PMC Cost / Estimating Engineer is responsible to the Project Controls Manager for day to day project cost control / estimating as part of the PMC project. The PMC Cost / Estimating Engineer will, under the guidance of the Home Office Cost Estimating Manager, provide estimating and cost support in the role which will include providing check estimates, evaluation of changes and variations and validating invoices for payments from the EPC Contractor. The PMC Cost / Estimating Engineer’s main responsibilities are: To apply all Estimating / Cost techniques as appropriate in accordance with the approved Project Controls Execution Plan. To ensure that the Cost Estimating Manager is aware of any adverse trends and to propose remedial action, i.e. to initiate an "Early Warning" system. To provide estimating support to the review of EPC Contractors change orders including clarification, verification and challenge of the information provided. Provide estimating input to the evaluation of Value Engineering opportunities and challenge submission from the EPC Contractor. Provide check estimates for proposed additional scopes of work. Provide cost control support to the review EPC Contractors invoices to ensure they are accurate and correct in accordance with the provisions of the EPC Contract General cost control / estimating support as necessary. Assists the Project Controls Manager in managing the Change process. To read, understand and implement the Company Safety Policy and the arrangements described in the Company and area Safety Management System documents. Must have: At least 15 years’ experience as an Estimator / Cost Engineer. Experience with industry standard estimating software Relevant experience in estimating of EPC work in the Middle East / Iraq PMC experience managing EPC contractors. EPC experience in the Oil & Gas industry, some of which refinery related. The commitment to identify, analyze and propose solutions to problems in a constructive and positive manner. The ability to interface with others, and to communicate well at all levels; Good oral and written English language, with good report writing, analytical and computer skills.
