Position: Emergency Services Specialist Location: Qatar / Doha Staff position – Relocation available and schooling Salary TAX FREE: 38,000QAR pm / $10,500pm / £6,800pm / €9,500pm + other benefits / Allowances $126,000 per annum + other benefits UK candidates £81,600 tax free which is equivalent to earning £135,000 in the UK. There are additional allowances and Bonus’s on top of this. ON OFFER: This role comes with a Salary of approx. $10,500 USD per month TAX FREE which is inclusive of Housing & Transportation Allowances and as well as this you will also receive a multitude of additional Living Allowances and Bonuses and a complete relocation package for you and your family, Return flights annually, extensive holidays, Furniture allowance and Schooling is Paid for up to 4 children. Not forgetting that the package is completely TAX FREE. Department: HSE Reports to: HSE Manager JOB PURPOSE: To provide an effective and immediate response capability to control and resolve emergency incidents involving fire, safety and security. Provide security systems for the protection personnel and assets. ACCOUNTABILITIES: Function Strategy Formulation • As a senior member of the HSE team contributes to the formulation and implementation of the emergency services strategy and plans as appropriate the function/business line needs and objectives. Emergency Services Management • Supervise the day-to-day operations of the assigned organizational unit, ensures that work processes are implemented as designed and comply with established standards and procedures, employees are motivated, understand what is expected of them and perform according to the designated standards. Safety Standards and Goals • Lead in the setting of standards and goals for emergency planning and response to ensure a quality service in protecting company staff, assets, the surrounding community and the environment in the most cost effective manner. Emergency Response Plans and Exercises • Coordinate the development, testing and maintenance of a unified emergency response plans and exercises in order to ensure awareness of the same — across the organization - and preparedness in case of an incident. • Supervise field emergency exercises to measure and assess response capability and readiness. Includes acting as co-ordinator with Qatar Gas, Civil Defence and Ras Laffan Industrial City as co- participants. HAZOPS and • Act as authorized design engineer for all fire protection and detection and gas HAZIDS detection requirements for plant design in line with the set regulations and • Participate in HAZOPS, HAZIDS and Safety Reviews to ensure adequate and regulatory design of the same. Incident Investigation • Participate in investigations and prepare reports on fire, medical and security incidents to determine causes and provide necessary decisions accordingly; Provide recommendations for remedial action — in case of more serious and complex incidents. Safety, Quality & Environment • Ensure compliance to all relevant safety, quality and environmental management procedures and controls within a defined area of emergency services activity to guarantee employee safety, legislative compliance, delivery of high quality products/service and a responsible environmental attitude. Emergency Response Coordination • Act as a representative for the company at Emergency Response Coordination meetings that involve all major industries resident within Ras Laffan. Equipment Audits • Conduct audits on emergency equipment to ensure readiness of the same in case of an emergency. Deputizing • Deputize for the Head of Safety and the Security Supervisor in their absence in order to ensure continuous uninterrupted support by the Safety and Security department to all employees. Policies & Procedures • Abide with the implementation of operational policies, procedures and controls covering all areas of HSE Operations activity so that all relevant procedural / legislative requirements are fulfilled while delivering a quality, cost-effective service to customers. Continuous Improvement • Contribute to the identification of opportunities for continuous improvement of section systems, processes and practices taking into account international best practice, improvement of business processes, cost reduction and productivity improvement KEY PERFORMANCE INDICATORS: • 100% of pre-planned drills are conducted at all facilities. • Safety equipment is regularly inspected and fully operational. • All employees are trained in emergency response. • Contribution to corporate target of lower than 0.5 recordable injury frequencies achieved. • HAZOPS and HAZIDS are performed thoroughly and as per predefined schedules JOB DIMENSIONS: COMMUNICATIONS & WORKING RELATIONSHIPS: INTERNAL EXTERNAL • Head of Safety • HSE Manager • Supervisors and Heads • RLIC peers DECISION MAKING AUTHORITY AND PROBLEM SOLVING: The key challenge for this role is to create a safe, environment friendly, zero hazard workplace for all employees WORK ENVIRONMENT: Required/Preferred Bachelors in relevant field is required College Diploma Fire Engineering is required Certificate on Fire Safety / Loss Prevention is required Certificate as a professional Fireman to leadership level NFPA 1041 NFPA 472 First Response Medical Certificate Petrochemical fire fighting EXPERIENCE: Years of Experience Type of Experience Required/Preferred 8 as a professional fire-fighting including 2 years leadership level is required 4 Oil & Gas Sector is required JOB SPECIFIC SKILLS • Health & Safety Systems • Time Management • Operations Systems Knowledge • Planning & Organising • Communication
