We are currently looking for PMC Contracts Engineer for a Billion Dollar Refinery project based in Karbala Iraq. Start Date: October 2016 Rotation: 6 weeks on / 2 weeks off PMC (Project Management Consultancy) Contract to supervise the EPC Contractor for the detailed engineering design, procurement, construction and commissioning of a grass-roots refinery. The Contracts Engineer will assist in the coordination of all commercial aspects of the PMC Project and for overseeing the EPC Contractor on behalf of the Client, including reviewing all the EPC Contractor’s contract and subcontract negotiations, contract administration, management of contractual disputes, claims, variation requests and general commercial risk management. The PMC Contract Engineer’s main responsibilities are: Ensure all commercial and contractual requirements from the EPC contract are identified and implemented into PMC project procedures. Advise the Project Manager (PM) on contractual issues and assist the PM with commercial aspects, including highlighting any major commercial or contractual risks or issues and developing optimum solutions with the PM. Monitor the EPC Contractor’s monthly reporting and provide feedback of lessons learnt, guidance, concerns and reviews and advice on monthly risks and opportunities reported. Monitor the EPC Contractor’s preparation of variations, claims and final accounts and assist in any subsequent negotiations between the Client, Contractor and subcontractors. Monitor the EPC Contractor’s subcontracting management strategy development & implementation and subcontracting management performance (including evaluation of subcontractors, call for tenders, etc), policies and procedures. Ensure formal assessment of subcontractors’ performance by EPC Contractor. Monitor the EPC Contractor’s project close-out activities including receipt of completion certificates, bond and guarantee returns and reductions and agreement of final account. An experienced Contracts Engineer with a minimum of 10 years’ experience including design office and site experience gained with an EPC Contractor. Must have: Contracts engineering experience of PMC projects Contracts engineering experience on large EPC projects Capable of explaining difficult concepts and able to persuade others to adopt a point of view. Able to motivate other team members. A relevant degree (Legal/Contracts or Economics) from an accredited university Nice to have: Middle Eastern experience
