Membership of a recognized professional engineering association/institution would be advantageous. Experience: A minimum of 18 years experience in engineering design plus engineering management and execution of major Oil & Gas projects, in an Oil & Gas Company or Contractor/Consultant including 6 years in offshore environment, of which a minimum of 5 years experience with proven track record as Engineering Manager or Head of Facilities Engineering for major Oil & Gas projects. Familiarity with international engineering codes, standards and regulations as well as project specifications and project management systems. Experienced in developing and leading effective project engineering organizations. Experienced in the implementation of industry best practices and Companys systems, processes and standards. Experienced in supporting the development and offshore project execution strategies/plans and engineering/project management processes. Extensive skills in management and leadership, team building, effective communication, conflict resolution and presentations Primary Duties and Responsibilities: Manages engineering to achieve a safe and cost effective design with special attention to the Design Basis, preparation for EPIC execution, design/safety/operations reviews (including HAZID, HAZOP, etc.), procurement of Long Lead Items (LUs), surveying activities, constructability reviews and timely resolution of technical and engineering issues in coordination with Project Manager, Lead Project Engineers, Operations Specialist and relevant COMPANY stakeholders Ensure that all engineering deliverables are in compliance with the applicable codes, standards, Projects and Corporates requirements and procedures Manage any deviations and changes to specifications and scope to conclusion with established change and derogation management systems. Resolve technical and engineering issues with focused and sound technical decisions addressing impacts on safety and cost effectiveness addressing interface and stakeholder management issues. Lead the development and implementation of the engineering management system, including the technical integrity assurance framework and support the independent verification activities. Develop the technical decision support packages and manage the Gate Approval, Project Execution Plan, Risk Management, Change Management, Commissioning and Handover processes/procedures and related activities in order to ensure successful execution and timely completion of the project. Drive the development and implementation of design related HSE and QA/QC processes/procedures and activities in close coordination with project management team and in consultation with COMPANY stakeholders, with the aim of achieving safe and successful execution of the project. Identify and seek the recruitment of the engineering resources required for the design team by liaising with the Project Manager in order to ensure quality of deliverables and timely availability of engineering and technical resources. Lead a team of Technical discipline engineers in the development and implementation of all engineering aspects for the assigned project Support handover planning and execution in consultation with key stakeholders to ensure timely completion of the project. Support Qatari development activities by ensuring that Qatari Nationals receive the proper job training and development, in order to realize the full potential for local talents, and maximize contribution to project success.
