CONTRACT ENGINEER - RMOP ACTIVITIES Location : Doha, Qatar Duration : 1 Year renewable Status : Residential Salary : All-inclusive Package + Insurance + Visa HSE: Knowledge and observance of Company H3SE policy, rules and procedures (HSE MS) and in particular ISO14001 standard. Raise awareness and provide guidance with regard to the execution of the HSE rules both for company and contractor staff. Participation to HSE activities and global improvement (e.g. referential, REX, audits, Maestro, trainings, HSE action plans…) Inclusion of H3SE aspects in both CFT and RFQ and contracts Systematic review with the duet of relevant contractual articles or exhibits regarding HSE aspects Implement a systematic follow up of HSE Performance for contractors in close cooperation with the technician duet. ASSET INTEGRITY Contribute to the Dolphin Asset Integrity initiative by reporting any anomaly, defect, bad practice, and lack of equipment, lack of competence that could result in a major HSE incident or loss of production. ACTIVITIES: Contract Engineer is responsible for the Logistics and Drilling & Completion contracts. For the above scope, the main tasks are to: Ensure a proper execution of the contract process, i.e.: Receive requests or technical scope from requesting entities and make sure requests are suitable to proceed to RFQ/CFT, Prepare contracts strategies and obtain approval by Dolphin; In liaison with the Dolphin C&P department, prepare contract templates specific to the Project; Prepare CFT / RFQ documents and submit to Dolphin for approval; Evaluate offers, along with requesting technical entities; report to Dolphin; Conduct commercial negotiations and report to Dolphin; Issue recommendations to award and submit them to Dolphin, Prepare corresponding contract documents (contracts, contract amendments, etc…), Use systematically Contiki and SAP information system, for all C&P processes. Coordinate with the RMOP Project Manager and the Dolphin C&P Manager. To verify that company and Dolphin contractual policies and applicable laws and regulations are adhered to, especially related to ethic and transparency Ensure the good administration and filing of all the contractual documents of the department Liaise with Dolphin on all important issues; Prepare documents for Dolphin’s Tender Committee; Propose and work on any contracts optimization initiative (working methods, procedures updates…). Actively participate to the realization of C&P objectives. CONTEXT AND ENVIRONMENT Position holder is located in TEPQ offices in Doha. Needs to maintain good communication with Project Manager, Purchasing Department RMOP and Dolphin C&P Department. ACCOUNTABILITIES Purchase of goods and services, through a transparent process agreed between Dolphin and Total. Compliance with TEPQ/Dolphin’s expectations in terms of price, delivery time, quality, etc QUALIFICATIONS / EXPERIENCE REQUIRED Education: Master in Business, Business school degree, Engineer Graduate. Knowledge of law and oil and gas industry is an asset. Professional experience: 10 years in C&P activities. Technical competencies: Familiar with the typical contractual wording. Familiarized with equipment & services of the oil industry. Experienced computer user. Knowledge of ARIBA, CONTIKI and SAP. Behavioral competencies: Well organized and very accurate. Ability to manage different dossiers at the same time. Other competencies: Fluent in English, knowledge of French is a plus. APPLY
