Safety Specialist Job Profile The primary function of this position is to improve the existing HSE Management Elements, Review and update the existing HSE risk register and support with the development and implementation of HSE procedures. responsibilities Conduct, facilitate and document HSE Risk Assessments. Must be able to interpret and apply OSHA and other international accepted regulatory standards according to best practices in this industry. Develop and implement occupational safety procedures tailor-made for the existing refinery operations. Must be able to develop and implement emergency response procedures. Facilitate occupational HSE audits to ensure procedures and standards are being met consistently across the refinery asset organization and track progress on corrective actions. Work closely with all departments to implement HSE management programs and to develop Key Performance Indicators (KPIs) to ensure adherence to Occupational safety requirements. Provide professional Occupational Safety advice that supports managers and engineers in their responsibilities with respect to occupational safety. Developing the HSE strategy regarding “appropriate HSE regulations” and permit to work requirements during turnaround (TA) period. Develop HSE procedures for the turnaround (TA) and adjust existing procedure to fit TA. Must conduct compliance audits of contractors activities during TA. Support with the set-up of the Emergency Support Organization as part of the HSE Department. Conduct Root Cause Analysis as part of the Incident Investigations. Support with HSE statistical analysis and reporting. Support with the review of SOPs and contractor HSE documentation. Develop contractor HSE requirements based on International best practices considering the local content. Support with the implementation and roll out of the Process Safety Management procedure and audits. qualification/experience Bachelor’s Degree in Occupational Safety and Health, Chemical or Process Engineering. A minimum of fifteen (15) years of experience in an oil refinery operation preferably in a Safety Engineering position. Expertise in Occupational safety and health management with demonstrated proven results in developing and implementing an HSE management system for an Oil Refinery. Good understanding of HSE risks associated with an oil refinery. Must have experience with HSE risk management during turnarounds in oil refineries. Good understanding of the Safety management elements according to ANSI Z-10 Standard for Management Systems for Occupational Safety and Health. Demonstrated knowledge of proper implementation of the risk assessment methodology in determining the hazards in an oil refinery process. Demonstrated knowledge of PSM according to OSHA 1910.119
