Functional Accountabilities Monitor, review and assess progress towards the achievement of short and long term objectives ensuring cross - company alignment to the Company vision. Create Project Execution Plans for each project, together with the relevant engineering discipline experts; prepare a comprehensive Scope of Work suitable against the Operations Engineering Services Call off Contract. Manage the contractors in a manner that achieves a quality installation, meeting performance parameters set out in the scope of work within the cost and schedule targets in the contract. Ensure that each project is technically sound and optimally designed, engineered to appropriate standards and specifications, correctly integrated with existing facilities for start-up/shutdown and operation and meets HSE requirements. For each project ensure achievement of completion Schedule for Services by contractor in accordance with the contract. For each project ensure that the contractor complies with all its obligations under the contract, including adherence to the specifications, schedule and procedures. Take necessary corrective action to align projects back on track in case of deviations from plans (cost, schedule, quality, HSE, performance, operability, maintainability, etc). For each project monitor contractor performance against the program, deliverables, and milestones in line with progress measurement and reporting system set out in the contract. Diagnose and report the variations from contractor by taking proactive/preventive actions. Monitor the interactions with the operating plant, other projects and stakeholders. Review and provide input to the QA/QC procedures. Contribute to the development and preparation of the project budget through providing technical engineering inputs to ensure that the project’s requirements are met in timely and efficient manner in accordance with management expectations,’ Coordinates the preparation of the Departments Budget and ensures effective control and implementation. Includes monitoring expenditure against budget through review of monthly expenditure reports and follows up with subordinates to prepare appropriate justifications for significant budget variances. Ensure that cost effective solutions in engineering design are adopted while maintaining quality, constructability, operability and maintainability. Contribute in the tender preparation, bid evaluation and contract award processes in accordance with Company’s policies to ensure corporate objectives are met. Contribute in the pre-qualification process based on bidders’ technical, financial, commercial and experience & to evaluate bidders through one platform to assign an overall technical score. Review and prepare responses to bidder queries during the bidding phases. Evaluate the project management portion of the technical bids & provide input for selection of the contractor from the call off pool. Ensure that all actions, works, and services undertaken by the contractor are in accordance with the contract. Prepare and disseminate reports on a regular and ad hoc basis to ensure that all concerned parties are aware of the status of the work in progress of the projects undertaken in the plant from an engineering and technical perspective. Review the monthly progress reports and milestone completion certificates. On an ongoing basis, examine current operational processes to identify and implement potential operational improvements that will positively impact upon service, safety, environmental and cost performance. REQUIRED QUALIFICATIONS AND BACKGROUND: Academic Qualification: Bachelor’s Degree in Engineering or equivalent. Work Experience Minimum 10 years of project and engineering management experience in the oil/gas industry Professional Certifications PMP qualifications or equivalent Job Skills: (Technical / Non-technical) Experience on large-scale oil/gas and petrochemical capital projects preferred Experience in Brown Field projects preferred Has clearly demonstrated strong project engineering competence and practice according to a formal framework Ability to interface and collaborate with operating organization for implementation Sound knowledge of HSE principles and their application in the Oil and Gas Industry. Ability to work with and influence at different levels of the organization.
