(279) SENIOR CONTRACTS ENGINEER
Purpose Of The Job: Ensures the provision of centralized contract development activities to meet in a cost-effective, timely and efficient manner all Company’s technical, construction, maintenance, general services and manpower supply contracting requirements. Handles complex and high value contracts as assigned. In respect of these jobs, develops contracts for all Company Divisions and recommends qualification / evaluation criteria and negotiation strategies. Coordinates with and advises Users on various contractual and commercial matters. Evaluates claims/requests for contract variations and maintains follow-up until closeout of contract file. MAIN DUTIES AND RESPONSIBILITIES 1. Enhancement of Policies & Procedures. Contributes in preparation of amendments to existing contracting and service agreement policies, procedures and systems with a view to enhancing their effectiveness in the light of changing requirements. Safeguarding Takreer’s interests in the dynamic environment. 2. Tender Planning, Strategy Development & Implementation Develops contracting activities plan for each tender in line with Company’s requirement. Reviews contracting strategies, tendering procedures, method of reimbursement and prepares initial shortlist of bidders. Ensures that proper tender document is compiled and completed from technical, contractual, commercial, financial and legal point of view as well as ensures that all relevant criteria are approved and included in the invitation to tender. Consults with Finance and Legal personnel at appropriate level on issues pertaining to the development of standard form of contracts as well as on the approval of deviations from standard terms and conditions for assigned Tenders / Agreements. Prepares the necessary forms for opening of the priced and un-priced bids as per Company procedures. Participates at bid opening as per Delegation of Authority. Ensures utmost fairness and strict confidentiality of the bidding process, as per Company procedures. Performs all the above tasks in respect of Tenders assigned to self, which are complex and of special nature. To ensure that tendering process is in compliance with Company’s policies and procedures. 3. Negotiation with Bidders/Contractors Prepares the necessary paper work and participates at negotiation meetings with bidders, whenever included in approved negotiation committees. Maximises achievement of preset of Company objectives. 4. Tender Evaluation, Award & Project closeout Prepares the techno-commercial evaluation of bids and proposes for management approval the recommended Contractor with justification and basis. Prepares necessary correspondences to advise User(s) to arrange budget enhancement/AFE (Authorization For Expenditure) as and when applicable. Prepares the Letters/Faxes of Award to the approved Contractor as per Delegation of Authority and plans and ensures timely execution of the Agreement. Follows up with Users to closeout the Agreements in time. Ensures that the job is awarded in a timely manner to Technically and Commercially competent Contractor at the most acceptable level. 5. Guidance to Users Prepares (upon request) information on contract interpretation / procedures/ management and closeout advisory services to users administering contracts. Advising Users on the interpretation of contractual terms and conditions. 6. Variation order/Claim Management. Reviews and evaluates claims in light of contractual obligations and clauses; prepares recommendations to settle such claims. WORK CONTACTS Internally: Regular contacts with up to Senior Engineer Level within the Company to coordinate all aspects of work assignments, for advice/interpretation regarding contractual/commercial matters and the impact of technical recommendations on the final evaluation of award, variations and claims. Externally: Regular contacts with personnel of prospective contractors, consultants, service companies and legal advisors to expedite replies to the written clarifications issued and to satisfy work requirements. Desired Candidate Profile TYPICAL EXPERIENCE/KNOWLEDGE REQUIRED FOR THE JOB 1. B.Sc in an engineering discipline. Additional qualification in Business Administration/Legal will be preferred. 2. Eight (8) Years experience in varied contracts development related functions in an oil/gas or petrochemical environment. 3. Sound knowledge of commercial practices and legal aspects. Good negotiation skills. Ability to utilize specialized applicable software packages. 4. Fluent in English.
