Job Description The Company: Our client is a large organisation responsible for the planning and maintenance of major transport projects in the Manchester area. Following a period of continued growth they are seeking to recruit a Lead Planner/Project Controls Engineer. The Role: The Lead Planner/Project Controls Engineer will establish the schedule structure and WBS that will apply to the schedules to be produced for all Growth Deal projects Ensure the effective integration of all Growth Deal project schedules, including identifying interfaces milestone interdependencies and private developments. The Lead Planner/Project Controls Engineer will Support the Project Systems and Control Manager in ensuring that an appropriate Integrated Earned Value system is implemented consistently across the Growth Deal Programme allowing for cross analysis Play an active part in the identification of potential delivery alternatives to achieve the same function at a reduced cost supporting value management Manage the monthly progress update process, update schedules. The Lead Planner/Project Controls Engineer will Identify and evaluate schedule and cost deviations on at least a monthly basis. Provide analysis and management reports monthly allowing comparison of budget earned with planned budget and actual direct costs. The Lead Planner/Project Controls Engineer will develop revised estimates of cost at completion based on performance to date, commitment values and estimates for future conditions. Provide comparative analysis against performance measurement baseline. Maintain the overall Growth Deal schedule, preparing updates on progress and issues for the Growth Deal Mobilisation Team and Growth Deal Programme Board, as required The Lead Planner/Project Controls Engineer will be involved in the Preparation of reports, schedules and What if scenarios, to assist the Growth Deal Mobilisation Team and Growth Deal Steering Group in problem solving and decision making. Providing regular high level schedule updates / reports to senior Directors Play an active part in the assessment of changes to project scope in line with change Management procedures Work closely with procurement to establish appropriate procurement process. Prepare procurement schedules. Actively contribute to the tender process by reviewing contractor schedules and tender packs. Essential Skills / Qualifications: Significant experience working in a Planning / Project Controls environment Need experience of NEC3. Experience of cost and change control Senior level experience of managing portfolios of projects Experience of project planning using different software packages including Primavera P3/P3e Ability to compile clear and concise technical and non-technical reports for a range of audiences. Demonstrable knowledge of project management techniques Track record of influencing and coaching colleagues in new procedures Demonstrable project and programme management experience allowing a comprehensive knowledge and understanding of the fundamental principles and techniques Desirable Skills / Qualifications: Project controls experience in both client and private sector organisations Knowledge of project risk management Knowledge of multi-project resource planning Track record of influencing and coaching colleagues in new procedures Broad knowledge of public transport issues and transport in general
