ETS is currently looking for a HSE Consultant Mission: On-site healt & safety consultancy (OSH&SC) for supervision and health &safety support to Client for installation and commissioning activities,in support to the Client safety Officer. FIELD OF APPLICATION: On-site installation, commissioning and testing of systems and components, related to electrical/automation applications, like: MV 5Kv electrical power unitsQuench Protection System Thyristor converters Superconducting Magnets Power Supplies Control system and also: Cryoplant (super-critical helium) Injector sub.system SERVICES TO BE PROVIDED: Typically before starting of on-site activities: assessment and confirmation with relevant Japanese legal representatives (e.g. the Labour Office or equivalent) of the legal framework for safety implementation and identification of the legal needs for specific professional figures for Health & Safety monitoring; review of all documents relative to safety of the on-site activities of installation, commissioning and testing with regard to compliance with applicable laws and regulations; translation of safety-related documents from Japanese to English or from English to Japanese. assistance and support to the Client Safety Officer for preparing implementation of the activities. Typically during on-site activities: inspection and reporting of the on-site implementation of the safety provisions stipulated in the documents regulating safety; giving instruction to the EU workers on the safety-related aspect to be followed and applied; participation to all the meetings foreseen for the implementation and coordination of health and safety aspects and reporting; regular interface meetings with the Japan Atomic Energy Agency On-site manager and reporting; liaising with Japan legal representatives for all aspects relative to health and safety; support to and representation of the Client Safety Officer on request KNOWLEDGE: Knowledge of fundamental principles on: Japanese law to perform the Client functions of Safety Officer, taking into consideration also the nature of the work and the number of workers involved. SKILLS: Proven expertise in: Japanese native-speaking and adequately proficient English language (speaking, understanding and writing); unofficial translation service from Japanese to English or from English to Japanese; legal expertise in the field of Japanese safety law; understand the nature of components to be installed and commissioned, and the risks associated with their installation, commissioning and testing; producing and delivering the following doc.s: Typically before starting of on-site activities: - review and assessment of the General Safety Requirements and Addendum; - review of the Supplier(s) Safety Plan; - assessment of Japanese Law application with respect to the specific activities and identification of the legal needs for specific professional figures for Health & Safety monitoring. Typically during on-site activities: - Health & Safety Daily Meeting Reports (daily reports); The Candidate shall have concluded, within the last three (3) years, at least three (3) projects relevant to the services concerned, gained during the last 10 years.
